Of course, Thomas Higgins, Chief Economist at Payden & Rygel Investment Counsel got the first laugh of the day from the distinguished panelists and the audience of leading Beverly Hills business representatives. There was general [soft] optimism amongst the panelists who ranged from the high-end retail side to investment companies.
